Accreditation Assessment Team Invites Public Comment

A team of Assessors from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) will arrive 16 Apr 2005 to examine all aspects of the Canadian Pacific Railway Police Service policy and procedures, management, operations and support services, Chief W.G. Moody announced today.

Verification by the team that the Canadian Pacific Railway Police Service meets the Commission's state-of-the-art standards is part of a voluntary process to gain re-accreditation. The agency received this highly prized recognition of law enforcement professional excellence in May of 2002 when it was initially accredited.

As part of the on-site assessment, agency employees and members of the community are invited to offer comments to the assessment team at a public call in session 19 Apr 2005 between the hours of 1:00 pm and 4:00 pm MDT. The public and employees may call 1-866-410-1697.

Telephone comments are limited to 10 minutes and must address the agency's ability to comply with CALEA's standards. A copy of the standards is available at the District offices located at:

(CALEA) 10306 Eaton Place, Suite 320, Fairfax, Virginia, 22030-2201.

The Canadian Pacific Railway Police Service has to comply with 350 standards in order to gain re-accredited status, Chief Moody stated:  "Compliance with these standards ensures that our railway police agency is working with recognized best practices in law enforcement which will enhance our effectiveness. We are proud to be a part of the CALEA voluntary accreditation process".

The Accreditation Program Manager for the Canadian Pacific Railway Police Service is Inspector Ric Ladouceur. He said the assessment team is composed of law enforcement practitioners from other police agencies across North America. The assessors will review written materials, interview individuals, and visit offices and other places where compliance will be observed. The assessors are:
  • Susan Maycock, Superintendent, Peel Regional Police, Brampton, Ontario Team Leader;
  • Francis Foley, Commander, Willowbrook Police Department, Willowbrook, Illinois;
  • Raymond Bouchard, Accreditation Manager, Connecticut Police Officers Standards and Training Council Meriden, Connecticut.
Once the Commissions' Assessors complete their review of the agency, they report back to the full Commission, which will then decide if the Agency is to be granted re-accredited status, Inspector Ladouceur stated.

Accreditation is for three years, during which time the agency must submit annual reports attesting continued compliance with those standards under which it was initially accredited.
