Railway, Defense Department to Conduct Drill 8 Aug 2004 in West
Salem

Wisconsin - At 8 a.m. Sunday, 8 Aug 2004, Canadian Pacific Railway (CPR) will help
this La Crosse County community and surrounding area conduct an emergency response drill along its
tracks in West Salem.
Canadian Pacific Railway will work with the U.S. Department of Defense, local emergency response
agencies and others to practice public emergency response procedures. Responders will be told an
explosion caused a train to derail into a structure, releasing a vapor cloud. The mock derailment
occurs days after a simulated biological terrorism incident in nearby La Crosse.
Residents may hear sirens and see smoke and emergency vehicles and media responding to the scene.
The Heartland Defense Training Exercise will include representatives of CPR, local, state and federal
agencies, the Salvation Army, American Red Cross, Civil Air Patrol, police, fire, ambulance and area
hospitals. The U.S. Army Medical Service Corps will set up its 452nd Combat Support Hospital at the
La Crosse airport to handle injured civilians.
Purposes of the drill include testing multiple agencies' ability to communicate and interact in a
crisis, training junior officers and testing whether the public notification system operates as
intended around the clock.
Media wishing to cover the drill need to report by 7 a.m. 8 Aug 2004 to the Hazel Brown
Leicht Memorial Library at 201 Neshonoc Road in West Salem for a safety briefing and to get
directions.
