Vancouver Island is joking considered to be located on the "Wet Coast" but this is not entirely true. During the height of summer the Island can be extremely dry as this photo shows. The E&N right-of-way is choked by grass and weeds which have turned brown in the heat as this 2009 photo shows. It's now 2017 as I write this and the railway's condition is probably even worse than this example by now.
